Luckily, scaffolding projects are often done in a manner designed to maximize visibility and access so visitors can still get a good sense of the place, even during construction.
While its presence is still ultimately rare, it's best to mentally prepare for the possibility of scaffolding. Perfect social media photos can give sightseers false expectations.
Before visiting a historical site, consider looking up the attraction online, as sites will inform visitors about the presence of construction and sections that may be closed off.
